ECONOMIC DEVELOPMENT: SCO and BRICS: SCO on Fight Against Terrorism in Cyberspace

At the regional council of the Shanghai Cooperation Organization held in Kyrgyzstan, the anti-terrorism group raised the question about the need to consolidate efforts to monitor terrorist threats on the Internet. Representatives of Russia, Kyrgyzstan, India, China, Kazakhstan, Pakistan, Tajikistan and Uzbekistan took part in the 33rd meeting of the Council and the Russian delegation was headed by the First Deputy Director of the FSB of Russia, Army General Sergei Smirnov.

According to Asylbek Kozhobekov, Director of the Anti-Terrorist Center of the State Committee for National Security of Kyrgyzstan, during the event, agreements were reached on strengthening the interaction of the competent authorities of the SCO member states in the field of countering terrorism, separatism, and extremism. Included were matters of strengthening the counter-terrorist measures in places frequented by large groups of people, as well as the monitoring of terrorist threats in the global information space for cybersecurity.

Sergei Smirnov said, that in order to implement this initiative, the SCO countries created a secure communication channel for the rapid exchange of information related to the threats of terrorism, which is associated with the expansion of data banks on terrorism in the special services of the SCO countries. For its part, Russia called on the SCO to support the UNGA resolution on countering cyber threats.

Earlier, during the Energy Week in Moscow, German Gref, President and Chairman of the Board of Sberbank of the Russian Federation, said it was necessary to create a ministry in Russia to respond quickly to emergencies in the digital sphere, as well as infrastructure.

Also, the Council of the SCO's regional anti-terrorist group approved the work plans of the executive committee of the organization, as well as the action plans of expert groups on border cooperation and countering the use of the Internet by terrorist, separatist and extremist purposes.


The Council also approved another important document – a draft memorandum of understanding and cooperation between the Council of the SCO Regional Anti-terrorist Structure and the Secretariat of the Association of National Police of Southeast Asia (ASEANAPOL).
